Guide
Dubai shared housing capacity: how many people can live in your flat
Count bedroom area only. Dubai Municipality's shared housing guide of 7 October 2026 requires at least 5 m² of bedroom area per person, so each bedroom holds its area divided by 5, rounded down. A 2-bedroom flat with bedrooms of 14 m² and 11 m² takes 4 people. Living rooms count as zero unless your permit approves them for residential use, and kitchens never count. The result is an estimate, not legal advice: the number that binds you is the maximum written on your permit.
How many beds can my unit legally hold?
Pick a unit type or add your rooms one by one, with the area in square metres and the beds in each room today. The calculator counts bedrooms at 5 m² per person and flags every room that is over. Nothing you enter is stored.

A living room adds no legal beds. If your permit approves it as a bedroom, change its type to Bedroom.
Essentials for 5 beds: AED 450 / month
Uses Dubai Municipality's rule: at least 5 m² of bedroom area per occupant. Living rooms and kitchens add no beds. If your permit approves a living room as a bedroom, enter it as a bedroom. An estimate, not legal advice. Your permit sets the final maximum.
How many people can live in a 2 bedroom apartment in Dubai?
It depends on the size of the two bedrooms, not on the fact that the flat has two. Take a 2-bedroom flat in Al Rigga with these rooms:
| Room | Area (m²) | Calculation | People |
|---|---|---|---|
| Bedroom 1 | 14 | 14 ÷ 5 = 2.8, rounded down | 2 |
| Bedroom 2 | 11 | 11 ÷ 5 = 2.2, rounded down | 2 |
| Living room | 18 | Not a bedroom | 0 |
| Kitchen | 7 | Never counts | 0 |
| Total | 50 | 4 |
Rounding down matters. A 14.9 m² bedroom still holds 2 people, and a 15 m² one holds 3. Measure carefully before you decide where the beds go.
Two more checks come from press reports of the DM guide (Emarat Al Youm, Gulf News), not from a published DM document: one full bathroom per 4 occupants, and a kitchen of at least 1 m² per occupant. Say this flat has one full bathroom: that covers 4 occupants, and the 7 m² kitchen covers 7, so it passes both at 4 people.
How is shared housing capacity counted in Dubai?
Law No. 4 of 2026 contains no capacity figures. It leaves occupancy and space per person to Dubai Municipality (Arts. 5 and 9), and fixes the maximum for each unit on its permit (Art. 25). DM's guide supplies the rule this page uses:
- Bedrooms count: at least 5 m² of bedroom area per person (DM guide, 7 Oct 2026).
- Living rooms count as zero. Press reports say a living room may be re-allocated to residential use in individual housing. Count it only once your permit approves it as residential space.
- Kitchens never count. Nor do bathrooms, corridors or balconies, since none of them is bedroom area.
- In family housing, each family gets its own bedroom with an en-suite bathroom (DM guide).
No source gives fixed numbers for a studio, a 1-bedroom or a 2-bedroom flat, and no maximum per room has been published. The "3 per bedroom" figure that circulates online is an Abu Dhabi rule, a different emirate's law. In Dubai the answer always comes from measured bedroom areas and the permit.
What about a 1-bedroom flat or a family villa?
A 1-bedroom flat with a large living room
Bedroom 16 m², living room 20 m², kitchen 6 m², one bathroom. By bedroom area: 16 ÷ 5 = 3.2, so 3 people. If the permit approved the living room as residential space, it would add 20 ÷ 5 = 4, making 7. The reported facility rules would then hold it back: one bathroom serves 4 occupants and a 6 m² kitchen serves 6, so the flat would stop at 4 with one bathroom, and at 6 even with a second bathroom because of the kitchen.
A 3-bedroom villa for family housing
Bedrooms of 20 m², 16 m² and 12 m², each with its own bathroom. Each family needs a separate bedroom with an en-suite, so the villa takes 3 families at most. The 5 m² rule then caps each room: 4 people in the 20 m² room, 3 in the 16 m² room and 2 in the 12 m² room, 9 in all. No room goes above 4 people, so each en-suite also meets the reported one full bathroom per 4 occupants. This is the published rule applied to example rooms: the permit sets the actual maximum for the villa.
Which capacity rules are official and which are reported?
| Rule | Status | Source |
|---|---|---|
| Maximum occupants per unit is set on the permit | Official | Law No. 4, Art. 25 |
| At least 5 m² of bedroom area per person | Official | DM press release, 7 Oct 2026 |
| One bedroom with an en-suite per family | Official | DM press release, 7 Oct 2026 |
| One full bathroom per 4 occupants (individuals with separate facilities: one WC per 4, one shower per 6) | Reported | Emarat Al Youm, Gulf News |
| Kitchen of at least 1 m² per occupant | Reported | Emarat Al Youm, Gulf News |
| Living room may be re-allocated to residential use (individual housing) | Reported | Emarat Al Youm, Gulf News |
Permits, approved areas and the application steps are in the shared housing permit guide. The wider rules are in the Dubai shared housing law guide.
Tracking capacity across every unit
In Roomindo you enter room areas once. It applies the rulebook and refuses a bed allocation the permit does not allow, and the permit vault keeps each unit's permit number, category and validity next to it. The UAE compliance layer is being built now, and Launch Partners get it first.
Frequently asked questions
How many people can live in a 2 bedroom apartment in Dubai?
Divide each bedroom's area by 5 and round down, then add the results. Bedrooms of 14 m² and 11 m² give 2 + 2 = 4 people. The permit sets the final maximum.
What is the 5 sqm per person rule in Dubai?
Dubai Municipality's shared housing guide of 7 October 2026 requires at least 5 m² of bedroom area for each occupant. It counts bedroom area only.
Does the living room count toward shared housing capacity?
Not by default. Press reports say a living room may be re-allocated to residential use in individual housing, so count it only once your permit approves it.
How many people can share a studio in Dubai?
No studio figure has been published. The 5 m² rule counts bedroom area as approved on the plans, and how a studio's main room is classified is decided in the permit. As an illustration only: if the permit counted a 28 m² main room as bedroom area, 28 ÷ 5 = 5.6 gives 5. Press reports of the DM guide also give one full bathroom per 4 occupants, which would stop a one-bathroom studio at 4. The permit sets the actual maximum.
Is there a maximum number of people per room in Dubai?
No fixed per-room maximum has been published. The 5 m² bedroom rule and the maximum on the permit set the limit. "3 per bedroom" is an Abu Dhabi rule.
How many people can share one bathroom?
Press reports of the DM guide say one full bathroom per 4 occupants, for families and individuals. DM has not published the full guide, so treat this as reported.
