Shared housing permit in Dubai: who needs one and how to get it

Since 8 September 2026, no unit in Dubai may be used for shared housing without a shared housing permit (Law No. 4 of 2026, Art. 8). Dubai Municipality says permits are issued on the Build in Dubai platform once the unit meets Civil Defence fire requirements and SIRA CCTV requirements. A permit lasts one year, or two at the owner's request, and renewal is due at least 30 days before expiry. Landlords already operating have until 8 September 2027 to get one. This is a guide to the published rules, not legal advice.

Who needs a shared housing permit in Dubai?

Anyone who allocates a unit to shared housing, meaning people or families who each have their own space and share the kitchen, bathroom or other facilities. In practice that is:

  • an owner letting beds or rooms directly
  • an establishment managing units for owners, or renting them from owners and re-letting
  • a company, government body or school housing its staff or students (Art. 13)
  • operators in free zones and special development zones, which the law also covers (Art. 3)

Collective labour accommodation is outside the law (Art. 3). A "unit" can be a single flat, a villa or a whole building allocated to shared housing (Art. 2). The wider rules, including who may let and how leases work, are in the Dubai shared housing law guide.

Is a bed space licence the same as a shared housing permit?

People search for a "bed space licence", but the law has no document by that name. The approval a unit needs is the shared housing permit (التصريح in the Arabic text). A business that runs units for owners needs two more things on top of the permit for each unit: a trade licence from the licensing authority, and authorisation from the Dubai Land Department (DLD) under Law No. 2 of 2003 (Arts. 2 and 12). Owners may not contract with an establishment that lacks DLD authorisation.

Does Dubai Municipality issue every shared housing permit?

No. The law gives the decision to the "competent authority". In most of Dubai that is Dubai Municipality (DM). In a free zone or special development zone, it is the authority that supervises that zone, and that authority also inspects (Arts. 2 and 6). Applications go through DM's unified digital window (Art. 6), and DM says permits are issued and renewed on the Build in Dubai platform. The detailed permit conditions and procedures are to be set by a resolution of DM's Director General, in coordination with DLD (Art. 9). That resolution had not been published as of 12 October 2026.

Where is shared housing allowed in Dubai?

Only in areas DM has approved. DM lists more than 40 areas so far, with more to be announced. Its examples include Al Souq Al Kabeer, Al Ras, Al Warqa 1, Al Barsha 1, Al Muraqqabat and Al Rigga. Press counts of the exact number differ, so check your plot rather than rely on a list.

Each building has to be allocated to one category: individual housing or family housing (DM guide). Emarat Al Youm and Gulf News report that plots on Bani Yas Road, Sheikh Zayed Road, Jumeirah Road and Al Wasl Road are limited to family shared housing, with no individual housing allowed there. DM's full area map has not been published.

How do I get a shared housing permit, step by step?

The order below follows DM's press release and the press reports of its circular. Steps marked "reported" come from Emarat Al Youm and Gulf News, not from a published DM document.

  1. Check the plot is in an approved area and which category it can take, individuals or families.
  2. Decide who will hold the unit: the owner, or an establishment with a trade licence and DLD authorisation (Art. 12).
  3. Measure every bedroom. DM requires at least 5 m² of bedroom area per person, and a separate bedroom with an en-suite bathroom for each family. Run the numbers in the capacity calculator.
  4. For a new building or a conversion, appoint an engineering consultant. The consultant files a building permit for shared housing with room-by-room data (reported).
  5. Bring the fire alarm and fire-fighting systems up to Civil Defence requirements, and CCTV up to SIRA requirements. DM makes both a condition of the permit.
  6. Obtain the completion certificate. The shared housing permit is then issued straight after it and carries the data DLD needs for leases (reported).
  7. Apply or collect the permit on the Build in Dubai platform, and ask for two years instead of one if that suits you (Art. 10). In a free zone or special development zone, the zone authority decides the application instead of DM (Arts. 2 and 6).

For an existing flat that needs no building works, the published sources do not yet set out a separate route. That detail sits in the pending Director General resolution.

What should I have in place before I apply?

There is no official document list yet. Work through these points per unit and you will be ready for what has been published:

  • Area approved, and the building assigned to individuals or families.
  • Every bedroom measured, with the headcount at 5 m² per person written down.
  • For family housing, one bedroom with an en-suite bathroom per family.
  • Dining and recreation space, and laundry and drying areas (DM guide).
  • Bathrooms at one per 4 occupants and a kitchen of at least 1 m² per occupant (reported).
  • Fire alarm and fire-fighting signed off to Civil Defence requirements.
  • CCTV to SIRA requirements.
  • No partitions or alterations made without approval (Art. 25).
  • For conversions: consultant appointed, building permit and completion certificate (reported).
  • If an establishment runs the unit: trade licence, DLD authorisation and a management or lease contract with the owner.

How long is the permit valid, and when do I renew it?

A permit is valid for one year and can be renewed. At the owner's request it can be issued for two years. The renewal application must go in at least 30 days before expiry (Art. 10). Certificates tied to the unit, such as fire safety, have to be kept renewed for the life of the permit (Art. 25).

What goes on the DLD Shared Housing Register?

Once the unit is permitted, DLD's Shared Housing Register is where the paperwork lives. It records management contracts, every lease and any amendment, and occupant data (Art. 17). DLD sets the data a contract must carry, including the lessor, the number of occupants, the unit and the allocated spaces (Art. 7). A lease takes effect only once registered (Art. 17).

  • Fix a sign on the façade, in Arabic and English, with the permit holder's details and the housing category (Art. 25).
  • Show the establishment's trade name and the permit number on every advert (Art. 27).
  • Keep the number of occupants within the maximum on the permit (Art. 25).
  • Tell DLD about any change in owner, establishment or occupant data (Art. 25).

How much does a shared housing permit cost?

Permit fees have not been published. Under Art. 28 they will be set by a resolution of the Chairman of the Executive Council. Press reports of DM's circular say conversion fees apply under Regulations No. 10 of 2006 and No. 3 of 2007 (reported). Budget separately for consultant fees and any fire or CCTV works.

Keeping permits on track with Roomindo

Roomindo keeps every unit's permit number, resident category, validity and certificates in one permit vault, with renewal alerts at 60, 45 and 30 days, well ahead of the 30-day renewal line. Its capacity check uses the room areas you enter and refuses a bed allocation the permit does not allow. The UAE compliance layer is being built now, and Launch Partners get it first. Check your building on the home page.
